This is the revised version, dated February 2019, of the Quality of Care Network monitoring framework, first published in February 2017 as 'Brief 8' in a package of briefs setting the broad orientations for the Network.

This brief provides guidance on the monitoring and evaluation needs for the Network for Improving Quality of Care for Maternal, Newborn and Child Health. Considering the diverse range of stakeholders involved in the Quality of Care Network, the Framework attempts to balance the monitoring needs across nine unique countries and data users at multiple levels of the health system: facility, district, national and global. It builds on the 2016 WHO Standards for improving quality of maternal and newborn care in health facilities and also on complementary monitoring frameworks, indicators and measurement methods, including global monitoring frameworks, such as those for ending preventable maternal mortality (EPMM), the Every Newborn Action Plan (ENAP) and the Every Woman Every Child (EWEC) Global Strategy for Women’s, Children’s and Adolescents’ Health.
